Rahm Emanuel Notebook, Day 9

As Vice Chair of the Chicago Housing Authority, Rahm Emanuel helped develop the CHA's Plan for Transformation, which made centrally located real estate available for high-end developers, while pushing large numbers of poor people into already stressed neighborhoods. Demolition of public housing units has vastly outpaced the promised construction of new ones; former high-rise housing residents are left to fend for themselves, scattered to the suburbs—far from jobs—or resegregated into predominantly low-income and minority neighborhoods.
